1) HSINT could help with a large scale agro-terrorist attack but you focus mainly on the human aspect. Let us consider bees, more importantly, the honey bee. Each year many beekeepers make a living off using their bees to pollinate crops around the world. These bees are sent to California to help with the pollination of almond blossoms. A report in 2016 stated that over half of the honey bees in America are shipped out to California in the winter to assist in the pollination, besides almonds in California, beekeepers ship them to other sites around the US to help in those areas as well. Therefore, I want you to consider how an attack on our bees could impact national security.
1a) How do you recommend the community executes such a monumental task? What are your thoughts on reaching out to foreign intelligence communities and potentially our adversaries for such information?
2) As former Assistant Secretary of State for the Bureau of International Narcotics and Law Enforcement Affairs, David T. Johnson, notes in his 2010 address to the Washington Institute for Near East Policy, “international legal and political cooperation is essential to prevent, investigate, prosecute and punish serious crimes as well as to break up terrorist networks, to eliminate safe havens, and to disrupt those activities that support terrorist organizations” (4). However, trying to right-the-ship in regions riddled with fragile states, such as the Horn of Africa, can be an immense challenge. The US can only do so much, as illustrated by AFRICOM’s inability to “solve” the security issues across the African continent. How can we expect the US military to do it all, when what is truly needed to undermine terrorist and criminal organizations are a strong rule of law and ample socio-economic opportunities for the people? For example, Lal (2008) highlights the point that the rise in opium poppy production, and the corresponding resurgence of the Taliban, in Afghanistan was largely the result of several factors; namely a weak/non-existent rule of law, a dysfunctional government, and a lack of licit economic opportunities that could provide financial security for many of the country’s citizens.
2a) According to The 9/11 Commission Report, “Relevant information from the National Security Agency and the CIA often failed to make its way to criminal investigators…separate reviews in 1999, 2000, and 2001 concluded independently that information sharing was not occurring and that the intent of the 1995 procedures [sharing between agents and criminal prosecutors] was ignored routinely” (Kean and Hamilton 2004, 79). These independent reviews focused primarily on domestic information sharing. Do you feel that information sharing amongst the international community is limited as well? If transnational crimes garner the attention of all sovereign states than would it be safe to argue that the lack of international cooperation and information sharing would be another impediment in interdicting transnational criminals supporting terrorism
